Rick Bastian joined Blackhawk Bank as President & CEO in May of 2001.  Today he’s the Chairman and CEO of Blackhawk Bancorp, Inc. and its subsidiary, Blackhawk Bank. He has over 40 years of banking experience, including more than 18 years as the president of banks in Tulsa, Oklahoma, Rockford, Illinois and Racine and Kenosha Wisconsin.

Blackhawk Bank specializes in financing smaller, privately-held businesses and is a stalwart supporter of manufacturing in the Rock River Valley. The Business Banking Division and the Company’s board of directors know manufacturing. Together, they’re helping local manufacturers evolve by advising them about restructuring cash-flow, maximizing their existing infrastructure and workforce, sharing best practices with a network of other customers, learning how to maximize negotiation skills, and planning for the eventual transition of business ownership.

In 2013 Rick became a Certified Family Business Advisor (FBA) after completing Succession Planning training in Los Angeles. He has comprehensive knowledge to assist family-owned and closely-held businesses create an exit strategy, succession plan and build an advisory board not only as a means to transition the business in the future, but to also help create a clear roadmap of how the business will operate to reach its goals. In December of ‘14, he also earned the Certified Exit Planning Advisor (CEPA) designation from the University of Chicago Booth School of Business. Bastian is the only financial professional in the Stateline region with both designations.  He understands the importance of the legal and financial elements essential to successful ownership transitions and has advised a number of companies during the process.

Rick is a member of the Greater Beloit Economic Development Council, a past board member of the Stateline United Way and the Stateline Community Foundation. He serves as a director of the Northern Illinois Community Development Corp. and is on the board of the Rockford Area Economic Development Council.  He has served on the boards of a NYSE insurance company, a start-up environmental services company and a number of public and privately-held banks.

Dave Adkins has over 30 years’ banking experience.  He joined Blackhawk in 2004 to lead the Mortgage Division and a few years later added executive management of Consumer Banking. In January 2014 he was named the Bank’s Chief Operating Officer, and at the August 2014 Blackhawk Bancorp meeting Dave was appointed President & COO of the Company and the Bank.

Dave oversees strategic objectives, commercial banking, operations, planning, policies and procedures for the organization.  He has managed the bank to a strong position through a company restructure that both improved the efficiency ratio and reduced substandard assets. A forward thinker, Dave is immersed in researching innovative models that can benefit consumers of financial services.  It was this same process that helped navigate the Bank and its clients through the Great Recession, emerging smarter and stronger.

Under Dave’s direction, Bankers undergo continuous improvement processes to maintain first-rate advisory skills. Listening to clients’ concerns and providing relevant solutions is the differentiator in the commoditized banking industry.  A culture of financial education has proven to be the connection to long-term relationships with clients at all stages of their financial life.

Dave’s on the Belvidere School District Charitable Foundation Board and the Board of Growth Dimensions, Boone County’s economic development group. He’s the treasurer of the Belvidere Family YMCA and the Finance Committee Chair for St. James Catholic Church.  Dave is a past Chairman and Treasurer of the Belvidere Vision 100 Referendum Committee, and has held leadership roles with the Boone County 911 Board, the Belvidere Cosmopolitan Club and numerous other community organizations.

Dave graduated from Illinois Wesleyan and completed the Graduate School of Banking in Madison, WI.  He and his wife Gail reside in Belvidere, lending their time to not-for-profit organizations in volunteer roles. When not engaged in a community or family activity, you’ll find Dave on the golf-course or at the shooting range.

Todd's an expert advisor on business management matters and readily shares his knowledge with clients throughout the bank's market area. He directs Blackhawk's team of Business Bankers, Credit Analysts, Loan Underwriters and Administrative Assistants while developing and managing commercial loan relationships. With more than 33 years of experience in the local business banking arena, Todd's keen insights into the local marketplace position him as a lead member of Blackhawk Bank's Asset/Liability and Loan Committees.

The father of three children, Todd lives in Belvidere where he's an active member of the Belvidere Cosmopolitan Club. His two favorite leisure activities are golfing and enjoying all the activities that go along with being a dad.

Brenda knows the financial industry backward and forward and delivers prompt action to her clients. A former Personal Banker, Business Development Officer, Mortgage Originator and Manager of Blackhawk's real estate division, Brenda's 29 years of experience enables her to put together innovative solutions for her clients' specific needs. Since 2005 her primary emphasis has been in Commercial Banking, serving clients in Winnebago and Boone County.

Brenda is active with the Rockford and Belvidere Chambers of Commerce and various other not-for-profit organizations.  She and her husband reside in Belvidere and enjoy traveling and a variety of outdoor activities.

Jim Pieschel

Jim brings 24 years of banking experience (21 of them in commercial banking) to the bank’s team of experts.  He previously managed a commercial banking division with 13 commercial bankers and loan balances in excess of $400,000,000. He has specialized expertise in Illinois revenue bond financing, as well as financing for manufacturing and the development of senior living communities.

As a management trainee during his first two years in banking, Jim learned how a bank truly operates and how multiple lines of business are engaged to meet the needs of its clients.

Jim serves as a board member of the Crusader Health Foundation and Rockford Lutheran High School Foundation, and is the Co-Chairperson of the University Club of Rockford Scholarship Trust.  He obtained a Bachelor of Arts / Economics degree from the University of Illinois, Urbana/Champaign.

A lifelong Winnebago County resident, Jim, his wife Courtney and their two children reside in Loves Park.  His favorite leisure activities include being entertained by the antics of his kids, listening to classic rock (Rockford’s very own Cheap Trick is # 1 in that book!), golfing, being a fan of University of Illinois athletics, the Cubs, Bears, Blackhawks, and the Bulls.

Steve Parsons, Vice President Business Banking

Steve has joined the commercial team at Blackhawk, transferring his high-level skills from one great local organization to another.  He spent the last 17 years as the Regional Manager for the Illinois Manufacturing Excellence Center (IMEC) in Rockford, consulting with Northern Illinois manufacturing clients to develop and implement strategies focused on better product quality, cost containment and faster product throughput. He helped clients increase sales and efficiency, improve their safety record and their marketing initiatives.

During his IMEC tenure, Steve worked with business owners and their bank to improve company finances.  He helped create 243 new jobs, retained 1,500 jobs and infused more than $44 Million in new business for local manufacturers.  He brings those experiences and manufacturing expertise to benefit the Bank’s small business clients.

Steve holds a B.S. in Industrial Technology from Illinois State University and an M.B.A. in Total Quality Management from Newport University.  He completed the comprehensive Galliard Family Business Advisor Level One training program at the Galliard Institute in 2012, equipping him to assist family-owned and closely-held businesses with Succession Planning.

Steve and his wife Sharla (Institutional Research @ Rock Valley College) reside in Poplar Grove and are lifelong residents of Boone County. They are actively involved and volunteer at Rockford First Church. Steve enjoys target shooting, motorcycling, flying, bicycling, traveling, museums and anything mechanical that goes fast.

Jim joined Blackhawk Bank in 2002.  He brings his expertise to the Business Banking Division with over 28 years in the banking industry.  Jim specializes in locally owned and small corporations, and guides his clients in growing their businesses.  In addition to managing the Small Business Banking Division, Jim manages Blackhawk’s Consumer Lending Division and is able to assist clients with their personal lending needs.

Jim earned a Bachelor of Science Degree in Finance from Northern Illinois University, DeKalb, Illinois.  He's an Eagle Scout and serves as Treasurer and Assistant Scoutmaster of Boy Scout Troop 2.  Jim, his wife, Stephanie, and two children reside in Roscoe.  He enjoys spending time outdoors, ATVing, motorcycling, and attending concerts.

Kevin's the cash management specialist that teaches clients how to make their deposits really work. With more than 30 years of banking experience, he instructs clients in the use of online tools such as one-time or reoccurring ACH transactions, wire transfers, direct deposits, sweep accounts, remote deposit capture, account analysis, zero balance accounts, property management and more. Kevin meets with clients throughout northern Illinois and southern Wisconsin, demonstrating the ease and benefits of Remote Electronic Deposit.

Kevin's a member of the Association for Financial Professionals and holds the Certified Treasury Professional (CTP) credential. The CTP designation is evidence that an individual is certified in corporate treasury and cash management.  AAPs (Accredited ACH Professional) are recognized throughout the payments industry as subject matter experts.

Kevin is actively involved with Scouting, Westminster Presbyterian Church, and Abundant Life Tries Dias. He's married to Thelma and they have two sons. The Busker family enjoys the great outdoors together by spending time camping, hiking, biking and traveling.

Dale Reeves

Phil knows the southern Wisconsin region and its business environment intimately: his hometown is Brodhead; he has spent the majority of his banking career working and living in Rock County.

Civic involvement has always been important to Phil and includes Board membership with the Green County Development Corporation; presidency of the New Glarus Area Optimist Club and membership in the New Glarus Lions Club. He served Forward Janesville as a Board member, and was a member of Forward Janesville’s Downtown Development Alliance and the Leadership Development Academy.  He also served as a Board member of the Junior Achievement Board of Rock County.

Phil is married to Lisa, and they are parents of four children.
