Todd J. James
CHAIRMAN, PRESIDENT & CEO, BLACKHAWK BANCORP, INC.
Todd joined Blackhawk Bank in February 2002 and was named President & Chief Executive Officer of Blackhawk Bancorp, Inc., in 2018. Todd was named Chairman of Blackhawk Bancorp, Inc., in 2019. He has three decades of experience in the financial services industry including eight years at a regional banking company where he held a number of financial management and corporate administration positions. Prior, he practiced public accounting at a national CPA firm. He became a Certified Public Accountant in 1986, holds an undergraduate degree from Northeast Missouri State University (now known as Truman State University) and is a graduate of the Graduate School of Banking at University of Wisconsin.

David K. Adkins

In 2018, Dave was appointed President & CEO of Blackhawk Bank. He is also Chief Operating Officer of its parent, Blackhawk Bancorp. Inc.
Starting as the leader of the Mortgage Division, Dave ascended to leadership of both the Commercial Banking and Mortgage Divisions since coming to Blackhawk in 2004. In January 2014, he was named Chief Operating Officer. He’s a graduate of Illinois Wesleyan University and the Graduate School of Banking in Madison, WI, and has more than three decades of banking experience.

Todd L. Larson
EXECUTIVE VICE PRESIDENT & CHIEF CREDIT OFFICER
Todd joined Blackhawk Bank in 1998 as Vice President, Commercial Lender and began leading the Business Banking division in 2003. Todd brings more than 40 years of banking to his current role of Chief Credit Officer. His experience covers all aspects of commercial banking, credit analysis, loss mitigation, retail loan underwriting, and mortgage underwriting. Todd is a graduate of the University of Illinois and Graduate School of Banking, Madison, WI.

Major and complex equipment loans, commercial building and business loans; credit analysis, loan underwriting; asset & liability management; business development, business start-ups; SBA, Government guidelines; lean office/manufacturing processes, cash flow improvements; credit improvement.

Phyllis Oldenburg
EXECUTIVE VICE PRESIDENT OPERATIONS AND TECHNOLOGY
Phyllis is a long-time member of the Bank’s management team, in charge of the Technology and Facilities Divisions. In 2016 her duties expanded to include oversight of Deposit and Loan Operations.
Expertise:
Phyllis directs all the Bank’s technology initiatives including network systems, Internet banking, personal computing, and acts as a liaison to the Bank’s data processor and service bureau. She designs and maintains a comprehensive technology plan for the Bank, and recommends hardware and software purchases. Phyllis manages network security, data processor user security systems and operating parameters, and the Bank’s internal phone, voice and e-mail systems.
Phyllis has responsibility for procedures, policies, compliance and budget oversight for both Loan and Deposit Operations, and also manages a comprehensive system to ensure integrity and continuity in a disaster recovery situation.

Matthew McDonnell

Joining Blackhawk in 2019, Matthew is a highly accomplished professional who has worked in the financial industry since 2007. He is a Certified Public Accountant, is a graduate of Marquette University and holds an MBA from Northwestern University, Kellogg School of Management. Matthew’s passion for improving business operations through emerging technology and processes, coupled with his effectiveness in financial management and reporting, is an asset to the Blackhawk Bank team.

Andy Williams

Joining Blackhawk Bank in 2004, Andy oversees the Business Banking sales initiatives. He is directly involved in the strategic growth of the department and reinforces the Blackhawk Bank brand through community and client events.

Tammy Zurfluh

Heading the Mortgage Division is Tammy Zurfluh, an expert with more than two decades of industry know-how. She implements and manages best practices for the division, overseeing strategic planning and the management of mortgage loan products and services. Tammy and her team deliver unparalleled customer service to clients obtaining a home loan through Blackhawk Bank.

Mortgage lending and related regulatory compliance, specialty mortgage programs offered by the Federal Housing Authority, VA, Illinois Housing Development Authority, Wisconsin Housing and Economic Development Authority, Down Payment Plus and Construction Loans.
In 2019, Tammy was the recipient of the Family and Services Habitat Hero Award for the State of Illinois and she was also named the 2021 Affiliate of the Year by the Rock-Green Realtors Association.

Mathew Reynolds

Matt has oversight of the Bank’s Retail Banking activities, including administration and sales management.
Expertise:
Matt establishes, directs, and monitors the Bank’s incentive programs, and mentors associates to uphold the Bank’s value-added approach to selling: that is, uncovering clients’ needs and providing the right financial solutions. He is a leader in the development of new products and services, and works closely with Operations and Marketing to launch them internally and externally. Matt also provides direction to the Blackhawk Investment Group. He completed the University of Wisconsin, Madison’s Graduate School of Banking in 2013.

Stephanie Meier
SENIOR VICE PRESIDENT MARKETING AND COMMUNICATIONS
Stephanie Meier is a veteran marketing professional with over 25 years of advertising, community relations, employee engagement and sales experience. She has successfully led marketing teams within the financial, health care, insurance, retail and education industries. Stephanie leads the promotion and preservation of the Blackhawk Bank brand, client and employee communications, strategic marketing for lines of business, and has served as a coach and marketing resource for over 50 local businesses. In addition, she helped to secure expansion of commercial banking into the dental / health and RV park & campgrounds markets.

Earning a Bachelor of Science in Human Relations and completing a suite of Graduate Studies from Rockford University, Stephanie prides herself on using her unique set of skills in marketing, business development, organizational psychology, and counseling to direct efforts for Blackhawk Bank. With over 15 years in the financial industry alone, she is well-versed in regulatory compliance and bank marketing. In 2022, Stephanie was named Volunteer of the Year by the Stateline Family YMCA.

Jeanine Woyner

Jeanine Woyner, SPHR, joined Blackhawk Bank as Vice President of Human Resources in April 2017.
Expertise:
With more than 25 years of experience in employee relations, labor law compliance, organizational development, and strategic development, Jeanine has been at the forefront of Human Resource initiatives that have promoted organizational growth and has a proven success rate of decreasing turnover, while improving the overall employee recruitment process. Jeanine specializes in helping Blackhawk clients reach human resource goals and solve human resources concerns.
Jeanine earned a Bachelor’s of Arts degree in Business Administration and Human Resources Management from Columbia College in Columbia, Missouri. Jeanine is currently working on her Master’s Degree in Organizational Change Leadership at the University of Wisconsin. In 2022, Jeanine was named Volunteer of the Year by the Stateline Family YMCA.
